Senator PRATTEN (NEW SOUTH WALES) . - I am willing to give the military authorities power to inflict the death penalty overseas only in the case of wilful murder. I am not prepared to empower military, officers to inflict that penalty for any of the other offences enumerated in this clause without an appeal to the Governor-General, and without giving our soldiers the same rights as they possessed during the late war.
