Senator ELLIOTT (Victoria) .- I should like some explanation of this-, clause.. It seems to me that the penalty provided for is quite inadequate.. A person who pullsup a railway line may endanger a great many lives; It seems to. me that he ought to -be charged with an. attempt to murder, and should . be liable to very heavy punishment. '


Senator Pearce - Recourse to the civil law would still remain.


Senator ELLIOTT - The mancould not be charged with twooffences.


Senator Pearce - He might be charged with: manslaughter under the civil law if any one was killed.


Senator ELLIOTT - The proposed new section 84a deals with a very serious offence, . and I think the penalty provided for it is quite inadequate.


Senator Drake-Brockman - I think that ten years should be substituted for the three years proposed.
