Senator PEARCE (Western Australia) (Minister for Defence) . - During the war we had a great deal of experience in dealing with contracts in connexion with which a huge expenditure was involved. On the whole it was a fairly satisfactory experience. I think that no Dominion of the Empire got better value for its money than did Australia in this connexion. Still, certain cases occurred which led to litigation, and as the result of .our experience the law officers considered that the section of the present Defence Act dealing with contracts should be put in better form to give effect to the experience we gained during the war. That is the purpose of this clause, and it represents merely a drafting amendment.
