With ' regard to the clause -itself,.' the position-, can' be summed up> in a. fewwords. It. appears to- be- a very fair provision that the Commonwealth, having spent a considerable sum on the five years' training of a young officer at Duntroon, should be entitled -to the benefit of his services -over an appreciable term. I have mentioned a 'sum approaching £5,000 as the capital cost of each officer when
