Senator ELLIOTT (Victoria) .- Such cases could be met by granting equivalent rank to that held on. active service, and my proposal, had the previous amendment been accepted, would have been designed to this end. This provision is unique. The Military Board has no power to appoint an Australian Imperial Force officer- above the rank he held in the Australian- Imperial Force without requiring him to pass an examination, but a major in the British Army may be appointed by the Board to a lieutenantcolonelcy over the heads of equally worthy Australian officers.
