2.   Letter carriers furnish to the officers of the Electoral Administration information concerning the movements of electors, which is obtained by them in the performance of their ordinary duties. If they are necessarily and unavoidably engaged beyond the usual hours of duty in supplying the information, they are paid for their services at authorized overtime rates.

3.   The additional duties performed by the letter carriers are not heavy, and, as it is very desirable that the information which they possess, or are able, without detriment to the performance of their primary duties, to obtain on their rounds, should be made available to the Electoral Administration, I do not consider that existing arrangements should be disturbed.
