The PRESIDENT - Order! I am prepared to allow exceedingly wide latitude in the debate upon these Bills, but I think that opportunity should not be taken of the motion for the second reading of the Bill now before the Senate to discuss at length matters which are not relevant to it. The honorable senator may refer to these matters by way of illustration, but he should not, under cover of the motion for the second reading of the Bill, enter upon a discussion in detail of transactions which are not relevant to the subjectmatter of the Bill.
