Senator Gardiner - I rise to ask you, sir, that we may be permitted to follow the procedure which, by consent, was adopted on a previous occasion when these measures were introduced, and that is that, on the motion for the second reading of the first Bill, we may be allowed to discuss the other Bills, with the view to curtailing debate and conserving the time of the Senate.
