Senator RUSSELL (Victoria) (Assistant Minister) T3.42]. - I suggested to the Senate that if there was no objection to dealing with the schedule as a whole we should do so. The Senate agreed.


Senator STEWART - This is a new method of procedure altogether.


The CHAIRMAN - We can easily overcome the difficulty.


Senator RUSSELL - If honorable senators wish to deal with the schedule in detail I have no desire to restrict them from speaking upon any item. If it is the desire of the Senate I will withdraw my request to the Chairman.


The CHAIRMAN - We will take the schedule in Departments.
