Senator PEARCE - I understand it is on record that a previous AttorneyGeneral, in reply to an inquiry, gave it as his opinion that, under the existing powers of the Commonwealth, the Tobacco Monopoly cannot be taken over. That opinion stands until there has been an alteration of the Constitution which will enable the Government to take action.

Senator Guthrie - Cannot you do something else ?

Senator Long - Under your war legislation ?

Senator PEARCE - There is no other way of dealing with the matter except by means of an income tax particularly directed against that company.

Senator Long - That would be an equally effective way.
