Senator PEARCE (Western Australia) (Minister of Defence) . - I understand that the meaning of the clause is that where there are estates in which both large and small beneficiaries are interested, and where one of those beneficiaries receives less than £200 whilst the others get larger amounts, the smaller beneficiary shall not contribute his proportion of the duty on the higher scale, but shall" pay a smaller amount than his fellow beneficiaries.
