Senator SENIOR (South Australia) . - I have been informed that the Minister of Trade and Customs had no power to prevent the two vessels to which I have alluded from leaving the State of South Australia.

Senator Pearce - Not without the issue of a proclamation.

Senator SENIOR - It is for that reason I desired to know whether paragraph h of this clause conferred the necessary power on the Government. If it did not, I would have been prepared to vote for the granting of such a power, with a view to preventing food supplies from reaching the enemy.

Clause agreed to.

Clause 6 -

Any person who contravenes, or fails to comply with any provision of any regulation or order made in pursuance of this Act, shall bo guilty of an offence under this Act.

Penalty : One hundred pounds, or six months' imprisonment, or both.
