Senator GARDINER (New South Wales) (Vice-President of the Executive Council) .- I regard the honorable senator's request as a reasonable one, but I wish to say that those responsible for drafting this Bill have endeavoured to keep separate the different portions of the measure, so as not to mix up with provisions referring to bankruptcy those dealing with composition or matters of arrangement. I quite recognise that in dealing with a non-party measure of this character, every opportunity for full consideration should be given to honorable senators. Senator Keating might allow the clause to go through in its present form, and, if he cannot see his way clear to submit his proposal for amendment on some later clauses, or in some other part of the Bill, I shall be prepared to give an opportunity for the consideration of any reasonable proposition which he has to submit to the Committee.
