Senator KEATING (Tasmania) . - I venture to say that the power I desire is not contained in the general powers, and that if a regulation were framed for telegraphic proxies under the clause as it stands, it could be successfully contested in the Courts as inconsistent with the

Bill. Proxies by telegraph are, I think, absolutely unknown to-day in legal procedure, and it is, in my opinion, a most audacious suggestion that the general power would cover such a novel procedure.
