The PRESIDENT -Order! The Minister is not entitled to make an explanation in answering a question. Questions should only be asked to elicit information, and the replies should be for the purpose of supplying the information desired. No comments or controversial matters should be introduced.

Senator McCOLL - The whole thing ' is a fabrication.

Senator Oakes - That is Labour's first lie nailed for the elections.
