Senator MILLEN - One reason why answers which contain matter sufficient to make a return are presented in that form is that it was thought by previous Parliaments that it would be unnecessarily loading Hansard, and often detaining the House, to read out a lot of details which cannot always be as readily grasped by listening to them as by seeing them in print. It has become quite a common practice to present such answers in the form of a return, which can then be printed if the Printing Committee so order. That is the reason this course has been adopted in the present case.
