Senator MILLEN (New South Wales) . - I should like the Vice-President of the Executive Council to state whether, if this motion be assented to, it is intended to carry the Bill through all stages at one sitting. It may be that he has merely submitted the motion with the view of getting over what may be regarded as a mere formal stage. If that be the case, I venture to think that the Senate will offer no objection, but if it be the intention, irrespective of what debate may be interposed, to carry through at one sitting a Bill involving an expenditure of nearly £4,000,000, I think that the time has arisen for the Senate to enter more than a formal protest.
