Senator VARDON (South Australia) . - The title of the Bill is - an Act relating to the Commonwealth Court of Conciliation and Arbitration and the Public Service of the Commonwealth, and clause 1 provides that it may be cited as "The Arbitration (Public Service) Act." Any person who reads the long and short titles of the measure would naturally say that this officer is appointed under, and for the purposes of, this Bill.


Senator McGregor - Oh, no. That is' not the case.


Senator VARDON - I think that the clause ought to have been worded so as to show that the Bill is an amendment of the original Act, instead of making it appear that the duties of the officer will be solely the carrying out of the provisions of this Bill. We were not told before that he was to take over the whole of the work of Registrar in connexion with the Arbitration Court.


Senator McGregor - I think I mentioned that in my second-reading speech.


Senator VARDON - I do not say that if there is a great deal of work to be done, the proposed salary is too much, but taking the title of the Bill, and the first clause, any one would be justified in assuming that the duties of the officer are to be confined to the carrying out of the provisions of this measure, and nothing more.
