The TEMPORARY CHAIRMAN - It is Senator Millen's. point of order which is now under consideration.


Senator Millen - I merely wish to ask you, sir, whether you have noticed number 74 of the rulings of the President, which are contained in volume I. of the records of the Senate?


The TEMPORARY CHAIRMAN - I have noted that ruling. Section 66 of the principal Act, which the amendment of the Honorary Minister seeks to amend, is one dealing with the duty of the RegistrarGeneral to forward to each Divisional Returning Officer in the State a list of the deaths which have been registered in the division during the preceding three months. That section is not mentioned in the amending Bill which is now before the Committee. Although, personally, I disagree with the precedents which have been established in this Chamber, as I am merely the temporary occupant of the Chair, I feel bound to follow them on this occasion. I say, therefore, that the proposed amendment is not relevant to the Bill, and cannot be moved at this stage. Therefore, I rule it out of order.

Clause 11 -

After section eighty-eight of the principal Act the following section is inserted : - " 88a. The day fixed for the polling shall bc a Saturday."
