Senator MILLEN (New South Wales) . - With a great deal of what the Minister has said I am sure honorable senators generally agree, but I trust that, whilst he seeks to suspend the Standing Orders for the purpose of making progress, it is not intended to carry the measure right through at one sitting if the discussion should show that honorable senators desire an opportunity to examine the items in greater detail.

Senator MILLEN - Personally, I am quite willing to agree to the suspension of the Standing Orders for the purpose of making progress, but it must not be assumed that in assenting to the motion, we on this side view with equanimity a suspension of the Standing Orders to carry through all its stages a measure of which we know very little at present.
