Senator MILLEN (New South Wales) . - I ask the Minister to consider what the effect of this proposed exemption will be. Clause 284 authorizes the licensing of foreign-owned vessels about to engage in the coastal trade, and the conditions of the licence provide that, amongst other things, the seamen shall be paid wages in accordance with Part VI. of the Act. I wish the Minister to say whether, in exempting these foreign-owned vessels as here proposed from the necessity of obtaining a licence, that will have the effect of exempting them also from compliance with the conditions stipulated by the licence. What will be the position of the vessel relieved from the necessity of obtaining a licence? Will it also be relieved from the obligation of conforming to the conditions of this part of the Act?
