Senator Walker - Say " not exceeding twelve."


Senator PEARCE - I am not prepared to say whether ten members will be sufficient, nor do I think that any one is prepared to make that statement. What we have to consider is the interests which are to be represented there, and how they are to be represented. I have not given to that question the study which is necessary to enable me to say whether the Marine Council ought to consist pf ten or twenty members The only way in which Parliament can keep any control, so far as I can see at present, is to leave this matter to be dealt with by regulation, which, when tabled, could be dissented from if necessary.
