Senator McGREGOR (South Australia) (Vice-President of the Executive Council) . - I understand that Senator Millen intends to move two small amendments in this clause which the Government are prepared to accept. The object of the amendments is to clearly define the time at which! the value of improvements is to be fixed. It could not, of course, be taken to be the value at the time of the passing of the Bill, because that value might have entirely disappeared before it was proposed to acquire the land. I understand that Senator Millen has consulted with Mr. Garran, who agrees that the amendments he proposes would be an improvement on the clause. ,
