Senator MILLEN (New South Wales) . - I understand that Senator Stewart desires to move an amendment to leave out the word " External," with a view to insert in lieu thereof the word " Home."In order that I shall not prevent the Committee from expressing an opinion upon thai proposal, I ask leave to amend my, amendment so that it will read -

That the words " ' the Minister ' means the Minister of State for" be left out.

Amendment amended accordingly.


Senator MILLEN - If my amendment be carried, I shall then ask the Committee to delete the balance of the clause. But if honorable senators decide to retain the words which I have moved to eliminate, it will then be competent for them to entertain the proposal which has been outlined by Senator Stewart.
