Senator ST LEDGER (Queensland) . - Sub-clause 2 of this clause provides that the- Commissioner shall be the chairman of the Board, and that the decision of the majority shall prevail. Why should the Commissioner be chairman seeing that the cases to be investigated will be cases upon which he has previously adjudicated ?


Senator E J RUSSELL (VICTORIA) - This is not a case in which an amount of money is in dispute.


Senator ST LEDGER - It is a case in which a taxpayer thinks that he will bc. ruined if the tax be exacted from him. My 'own idea is that the members of the Board should elect their own chairman.
