Senator McGREGOR (South Australia) (Vice-President of the Executive Council) . - Honorable senators who read the clause will see that the period named is a minimum, and that the Commissioner may allow three months if he thinks it necessary. Power is simply taken to allow not less than one month. In some years one month may be sufficient. In other years two or three months may be required. Some latitude ought to be left to the Commissioner. Seeing that one month is merely a minimum, and that under the next clause thirty days additional are allowed, honorable senators might be satisfied.
