Senator STEWART (Queensland) . - The clause appears to me to be quite clear. If a man agreed to sell on the 29th June, but did not complete the transfer of the land until some time in July-


Senator Millen - It does not matter when it was completed.


Senator STEWART - It does. On the 30th June the Land Tax Commissioner must accept, as the owner of the land, the man who is registered as its owner. Suppose that two days previously that man has agreed to sell to some other person, his name will still be on the list of registered owners. But suppose that a week afterwards he delivers the transfer to the purchaser, then he has completed the transaction.


Senator Millen - It is a question of agreeing to sell.


Senator Pearce - No; it is a question of " has sold, or agreed to sell."


Senator Lt Colonel Sir Albert Gould - It often takes years to complete a sale. I know a case which has been running' for three years, owing to a difference regarding the title.


Senator STEWART - A sale is not completed until the transfer has been delivered and registered.


Senator Walker - The man may have paid a deposit.


Senator STEWART - That is simply an agreement to sell. I think. that the clause is all right.
