Mr DEPUTY SPEAKER (Mr Giles -Is it the wish of the House to have a general debate covering both measures?


Mr Beazley - I ask the Attorney-General whether the reasoning underlying the proposal to make this a cognate debate is that if the Captains in charge of those historic shipwrecks had been good navigators the ships would not have been wrecked? I cannot see any other relevance between the 2 Bills.


Mr ELLICOTT -I do not think I need to answer that question but I can explain why I make this proposal. There is a reason.
