Mr Les Johnson (HUGHES, NEW SOUTH WALES) - I wish to raise briefly one aspect of this reference. I ask the Minister for Construction (Mr McLeay), before this proposal becomes the subject of an extensive and perhaps costly inquiry, whether on the one hand it has been officially decided by the Government that one place or other in the Northern Territory is to be the location of things governmental or, on the other hand, has it been decided that such facilities as that proposed in the reference, governmental services and the like involving the construction of buildings should be distributed throughout the Territory? I know that there is a philosophy to the effect that it would be advantageous to the people of the Northern Territory to have such facilities as courts and other governmental services in one place. There is also the contrary view. Can the Minister say whether in fact this question has been determined and whether the proposal is being put in the context of such a determination.
