Mr Garrick asked the Minister for Aboriginal Affairs, upon notice:

(   1) Is the recent monetary boost in respect of Aboriginal Affairs still $8m short of the $33m slashed from the allocation in the 1 976-77 Budget; if so, why.

(2)   Is it a fact that funds have still not been allocated for health programs.

(   3 ) Is any of the money slashed from capital works such as schools and health clinics, likely to be restored.

(4)   How is it envisaged that the nutritional and health problems of our Aborigines can be tackled under such circumstances.


Mr Viner -The answer to the honourable member's question is as follows:

(1)   Yes. The reduction is related to the Government's assessment based on reviews carried out by the Hay Inquiry and by my Department but this has been partly offset by an increase of approximately $1.5m in Student Allowances in Aboriginal Scholarship Schemes.

(2)   No. The 1976-77 allocation for Health is:

 

Individual allocations within these amounts have been approved and are currently being advised to relevant organisations and Departments.

(3)   There has been no overall slashing of capital works, but lower priority for funding has been given to major capital projects, which provide less immediate benefits. In general, small scale capital projects, such as pre-schools and health clinics, have been given higher priority. It is proposed to maintain a continuous review of programs as they progress with a view to providing additional funds where this appears justified.

(4)   It is not envisaged that there will be any deleterious effects on nutritional and health programs providing immediate benefits and in fact special attention has been paid to ensuring the maintenance of such projects at least at their existing level.
