Mr MacKELLAR (Warringah) (Minister for Immigration and Ethnic Affairs) - Mr Deputy Speaker, may I have the indulgence of the House to raise a point of procedure on this legislation? Before the debate is resumed on this Bill I would like to suggest that it may suit the convenience of the House to have a general debate covering this Bill, the Broadcasting Stations Licence Fees Amendment Bill and the Television Stations Licence Fees Amendment Bill (No. 2) as they are related measures. Separate questions will of course be put on each of the Bills at the conclusion of the debate. I suggest therefore, Mr Deputy Speaker, that you permit the subject matter of the 3 Bills to be discussed in this debate.

Mr DEPUTY SPEAKER (Mr Lucock)Order! Is it the wish of the House to have a general debate covering these 3 measures? There being no objection, I will allow that course to be followed.
