Mr Hodges asked the Minister for Environment, Housing and Community Development, upon notice:

(   1 ) Can he say which States have established Land Commissions or Urban Land Councils and in what parts of the States they have operated.

(2)   If so, in what years were these bodies established.

(3)   What sum have these bodies expended in the purchase of land in their respective areas.

(4)   Has there been any comprehensive survey carried out on the efficiency of these bodies and their effectiveness in reducing the price of land in their areas of operation.

Mr Newman - The answer to the honourable member's question is as follows:

(   1 ) The following States have established an Urban Land Council or a Land Commission-

(   a ) New South Wales-Urban Land Council

(b)   South Australia- Land Commission

(   c) Victoria- Urban Land Council

(d)   Western Australia- Urban Lands Council

All of these bodies are currently confining their development programs to the capital cities. However, three of them have land holdings for future urban development outside the capital cities.

(a)   New South Wales- Campbelltown, Illawarra and Hunter Regions

(   b ) South Australia- Mt Gambier

(c)   Western Australia- Moore River Area.

(2)   Urban Land Councils were established in New South Wales, Victoria and Western Australia towards the end of the 1974-75 financial year.

The South Australian Land Commission was established by legislation in November 1 973.

(3)   The following table summarises expenditure by the Land Councils and the South Australian Land Commission on land for urban and other uses. The funds for these purchases were provided by both the Commonwealth and respective State Governments.



(4)   In all cases except South Australia, where only mar- ginaleffectscanbeevaluated,theoperationsoftheLand Councilsarenotyetsufficientlywellestablishedintermsof their production programs, to permit a comprehensive survey of efficiency.

With respect to South Australia, three factors are evident-

(a)   Land Commission land production is ensuring adquate supply;

(b)   Its land prices are within the price bracket available to the lower income earners; and

(c)   There is evidence to suggest that it is having a marginal price effect.

It is not possible however to quantify its effects categorically because of intervening influences over the time period the program has been introduced, because of movements in the general economy, increases in the costs of servicing, and the introduction of price stabilisation legislation in South Australia.

A recent comparison of land prices in the limited areas in which the Victorian and Western Australian Councils have placed some land on the market suggests that these bodies are able to sell lots substantially below other comparable lands.

I have directed my Department to carry out a continual monitoring of land prices for serviced housing blocks in major metropolitan areas, and will inform the House of progress in this regard later in the year.
