Mr SPEAKER -Does the honourable gentleman claim to have been misrepresented?

Dr KLUGMAN -I do. Today's Canberra Times carries a report- on contacting the Canberra Times I was told that it got the report from the Australian Associated Press so the article may appear in other newspapers in Australiathat I asked the Prime Minister (Mr Malcolm Fraser) yesterday whether he usually sent messages of congratulations to newly appointed communist Heads of State as he had to the Prime Minister of China, Mr Hua. This is not so. Yesterday I drew the Prime Minister's attention to the fact that he had addressed a congratulatory message to Mr Hua on his recent appointment 'as Chairman of the Central Committee of the Chinese Communist Party' and asked him on what other occasions he had sent messages of congratulations to persons becoming leaders of, firstly, foreign communist parties and, secondly, foreign democratic parties.
