Mr MALCOLM FRASER - I ask the Prime Minister: If there were no continued loan raising activities by the former Minister for Minerals and Energy, as he has just told us, why then did the former Minister for Minerals and Energy resign?

Mr WHITLAM - I advised the GovernorGeneral to accept the Minister's resignation because I do not believe in the accuracy of the assurance which the Minister gave me that all communications of substance between him and Mr Khemlani were tabled by him on 9 July last. Nobody knew that there were these telexes which Messrs Con and Corr delivered to me yesterday and which were published in yesterday's and today's Melbourne Herald. I do not believe that one can say that those telexes were not communications of substance. They did not amount to negotiations.
