Dr J F CAIRNS (Lalor) (Minister for Overseas Trade) - As far as I can see, the amendment ought to be acceptable. The honourable member for Paterson (Mr O'Keefe), who just moved it, said that it is self-explanatory. I do not know whether that is so. He did not say what he considers it to mean and I was waiting for someone on behalf of the Opposition to say what the Opposition considers it to mean so that I could judge the Opposition's purpose in moving it and what the Opposition considers it achieves. I would have expected the Opposition to have done that and perhaps it could still take the opportunity to do so.
