The question is that the Bill be now read a second time. All those in favour say aye, against say no. I think the ayes have it.


Mr Giles - I should like to take my rights in this House to say a few words at this stage in relation to this Bill. I have no intention of keeping the House for more than a few minutes. I have no intention of being steamrollered if I can help it by outrageous remarks by the Minister for Urban and Regional Development (Mr Uren), who is at the table.
