Mr CREAN (Melbourne Ports) (Treasurer) - Before the honourable gentlemen commence perhaps I might ask the indulgence of the House to raise a point of procedure on this legislation. Before the debate is resumed on this Bill I should like to suggest that it may suit the convenience of the House to have a general debate covering this Bill, the Income Tax Bill 1973 and the Income Tax (NonResident Dividends and Interest) Bill 1973, as they are associated measures. Of course separate questions may be put on each of the Bills at the conclusion of the debate. I suggest therefore, Mr Deputy Speaker, that you permit the subject matter of the 3 Bills to be discussed in this debate.

Mr DEPUTY SPEAKER (Mr Berinson)Isit the wish of the House to have such a general debate? There being no objection, I shall allow that course to be followed.

Mr CREAN - I seek leave of the House to move a motion to enable the Deputy Leader of the Opposition to speak without limitation of time.
