Mr HAYDEN (Oxley) (Minister for Social Security) - Mr Speaker, I wish to make a personal explanation.


Mr SPEAKER -Order! Does the Minister claim to have been misrepresented?


Mr HAYDEN - Yes. In the 'Australian' of even date is an article headed '13 million health cards' with the sub-heading 'Details kept secret - promise by Hayden' which refers to 13 million health insurance cards which will be required for the universal health insurance program to be introduced next year The article specifically states:

The plastic cards will record details of each patient's medical history.

The cards are not designed for that purpose. They were never intended for that purpose and will not be used for that purpose. No one in the Government nor on the planning committee associated with this program has ever suggested that it would be the purpose of the cards.
