Mr LYNCH (Flinders) (Deputy Leader of the Opposition) - I wish to make a personal explanation. Surely the Leader of the House (Mr Daly) knows full well that the period of time for this debate to run is 25 minutes and if he takes the lead in terms of speaking on the Government side clearly by that fact alone he will well understand that he has effectively gagged one of his own Ministers.


Mr SPEAKER -Order! There is no point of order.


Mr LYNCH - The Minister for Minerals and Energy (Mr Connor) stands condemned


Mr SPEAKER -Order! There is no point of order. The honourable member will resume his seat. He is not running this show.


Mr Anthony - I rise on a point of order. The Leader of the House has taken a point of order that the Minister for Minerals and Energy was not given an opportunity of being able to reply.


Mr SPEAKER


Mr Anthony - I inform the House that now on the adjournment-


Mr SPEAKER -Order! The right honourable gentleman-


Mr Anthony - . . . we have a chance-

Mr SPEAKER -Order! The Leader of the Country Party will resume his seat.


Mr Anthony - And to think we deserve-


Mr SPEAKER -I name the right honourable Leader of the Country Party.


Mr Daly - Mr Speaker-


Mr Malcolm Fraser - Under the circumstances, on a point of order, 1 think it is quite a disgraceful thing to do to the Leader of the Country Party.


Mr SPEAKER -Order! The Leader of the House did not take a point of order. He made a personal explanation. I name the right honourable Leader of the Country Party.
