Mr MALCOLM FRASER (Wannon) - The Oppostion supports these amendments to the Commonwealth Teaching Service Act, which was originally introduced by the former Government to provide teachers for the Commonwealth schools in the Northern Territory and the Australian Capital Territory, and also, we would hopefully believe, to provide security for Australian teachers in Papua New Guinea who might thereby be encouraged to stay in those Territories knowing that they would have security in being able to come back to the Commonwealth Teaching Service . in Australia. As as result of the initial experience with the Act, the Minister for Education (Mr Beazley) has indicated clearly that there are some areas which need amendment. The Opposition supports these areas of amendment. Indeed, I think the most important amendment concerning the special superannuation arrangements for a limited category of New South Wales and South Australian teachers was an amendment, which the previous government had intended to introduce. It was negotiated by the first Commissioner of the Commonwealth Teaching Service who, I think, deserves the praise and thanks of this House for getting the service moving and operating satisfactorily, peacefully and, I believe, effectively.

The special superannuation arrangements were made necessary,- as the Minister pointed out, because of the number of senior teachers in both the Australian Capital Territory and the Northern Territory who were paying into the New South Wales or South Australian superannuation funds. Under the normal terms of transfer to the Commonwealth Teaching Service and the Commonwealth superannuation scheme they would have been unduly penalised and therefore, without special arrangements, would have had to go back to their original State services in New South Wales or South Australia. The special arrangements apply to teachers who have already been in the Northern Territory or the Australian Capital Territory and therefore to only a limited category. As I understand the Bill, it does not place teachers from either of those States on a special arrangement for the future. They do not have a preferred position, as some might suggest, to teachers from other States who might wish to join the Commonwealth Teaching Service. The Opposition supports the Bill and wishes it a speedy passage.
