(Mr Keatinghaving addressed a question to the Prime Minister) -

Mr N H Bowen (PARRAMATTA, NEW SOUTH WALES) - A point of order, Mr Speaker-

Mr SPEAKER -Order! I was about to rule on the question. Matters relating to other political parties do not come within the department of the Prime Minister. The question is out of order.

Mr Keating - I asked 2 questions.

Mr Whitlam - Mr Speaker, you were ruling out of order the question about the Liberal Party?

Mr N H Bowen (PARRAMATTA, NEW SOUTH WALES) - I rise on a point of order, Mr Speaker. In its first part the question also seeks a legal opinion, and this is contrary to the Standing Orders.

Mr SPEAKER - Yes, especially if a charge is made for the opinion.

Mr Whitlam - It was an obvious failure to pass.
