Mr GARLAND (Curtin) - Mr Speaker,today's proceedings are too important for me to be absent. I had no desire, yesterday, to challenge the authority of your high office as Speaker of the House but I wished to protest the Government's restriction of today's debate. I therefore apologise to you.
