Mr SINCLAIR (New England) - The title of the Bill relates to the distribution of the States into electoral divisions. In fact, the Bill has a far wider compass than its title spells out in the form of words used.

Motion (by Mr Nicholls) proposed

That the question be now put.


Mr SINCLAIR - It is unfortunate that in a debate of this character we are not given the opportunity to detail the various concerns that we have not only as to the form of words by which the Bill is entitled but also as to the contents of the Bill itself.

Mr SINCLAIR - The distribution of the States into electoral divisions is the most fundamental part of the whole gerrymander-
