Dr CASS (MARIBYRNONG, VICTORIA) - I address a question to the Minister representing the Minister for Health. Has the Minister's attention been drawn to an article on medical practice in Australia appearing in the latest issue of the 'Current Affairs Bulletin' which was written by the late Professor John Read, Professor of Medicine at the University of Sydney? Professor Read said that a doctor's fee for deciding not to operate might be between $5 and $20 but a decision to operate on the same patient might bring him a fee of between $20 and $250. Is the Minister aware that there are numerous studies which confirm Professor Read's view that fee for service results in overutilisation, excessive hospitalisation-
