Dr Klugman (PROSPECT, NEW SOUTH WALES) asked the Minister for External Affairs, upon notice:

(1)   Has Australia ratified the International Convenant on Civil and Political Rights adopted by the United Nations General Assembly on 16th December 1966.

(2)   Can he say what other countries have ratified this Convenant.


Mr McMahon - The answer to the honourable member's question is as follows:

(1)   No.

(2)   Yes. Colombia, Costa Rica, Cyprus,Ecuador, Libya, Syria, Tunisia and Uruguay.

F111 Aircraft (Question No. 1028)


Dr Klugman asked the Minister for

Defence, upon notice: (1)Is it a fact that a substantial number of changes have been made in the structure and performance of the F111 aircraft since it was ordered by Australia 6 years ago.

(2)   Do the changes justify the greatly increased cost of the aircraft.


Mr Malcolm Fraser (WANNON, VICTORIA) - The answer to the honourable member's question is as follows:

(1)   Yes, there were many changes. For this and other reasons, there were increases in cost above the original estimates. The history of the whole project was the subject of my recent statement to the House on 12th May 1970.

(2)   It is the Government's view that if the aircraft eventually meets our minimum technical and performance criteria, now agreed with the United States, we will be obtaining an aircraft with very high performance.
