Mr WHITLAM (WERRIWA, NEW SOUTH WALES) - I ask the Prime Minister a question. I ask: When did the Government decide to change its policy on off-shore authority by legislating to take control from the low water mark to the continental shelf, and why were the States not informed of this change of policy?
