Mr SINCLAIR (NEW ENGLAND, NEW SOUTH WALES) (Minister for Social Services) - The Federal housekeeper grants were instituted by this Government to encourage State Governments t o enter this particular field of welfare. A tremendous amount has been achieved in the two most populous Stales, New South Wales and Victoria, and some of the other States also have done quite notable work in this field. However, this is an area within which the State Governments themselves exercise primary responsibility. I will look into the honorable member's suggestion and, during the deliberations on the Budget, if it is thought fit, perhaps consider the matter further.
