Mr ANTHONY (RICHMOND, NEW SOUTH WALES) (Minister for the Interior) - I have received a similar request to this from the Australian Capital Territory Advisory Council to which I have replied saying that this problem is more involved and more complex than it might appear on the surface and that it will take some time before I can give a complete answer. One of the complexities is a legal one, that is, that at the time of Federation the States referred certain rights to the Federal Government. The whole purpose of this was to see that the rights of the States were protected and not diminished in any way. The question is whether giving a right to a Territory to have a vote on constitutional matters would be diminishing some of the rights of the original States.
