Mr KILLEN (Moreton) .- Speaking on clause 32, I ask the Attorney-General whether he will consider including in the exceptions to the power of delegation the powers that the Commissioner will have under clauses 103 and 104. Those powers relate to the requirement to furnish information and to produce documents and to the copying and impounding of documents. I submit that these are two singularly powerful functions which should not be delegated to a member of the Commissioner's staff. I put it to the AttorneyGeneral that those powers rightly should be exercised only by the Commissioner himself and should not be delegated.
