Mr HOLTEN (INDI, VICTORIA) - My question is addressed to the Treasurer. I ask whether he is aware that some young farmers are being restricted in the development of their properties, after some years of hard work, by a shortage of a few thousand pounds for development work. Is it a fact that the Commonwealth Development Bank is short of necessary capital and thereby finds difficulty in assisting these people and also other applicants? Finally, has the Government stressed firmly to the officers of the bank the principle that the character and integrity of the applicant and his chance of success are of the greatest importance in determining whether or not an application for a loan shall be approved?
